Heavy Flooding in Brazil Continues

Brazil has experienced flooding before due to heavy rainfall. In recent years, the frequency has significantly increased and Porto Alegre, the capital of Rio Grande do Sul, now experiences twice as many days of extreme rainfall as in 1960. Like so many countries, Brazil must learn to adapt to the consequences of climate change while striving to minimize them.

There have been many topics in the news lately that require attention. The Russian attack on Ukraine and the protracted war that followed, the war between Hamas and Israel and the polarization in the West that followed and of course the Eurovision Song Contest. As a result, little attention has been paid to the disaster in the southern state of Rio Grande do Sul in Brazil. Especially the horse Caramelo, surrounded by water on the roof, made the news. Caramelo, by the way, was saved.

It is not the first time Brazil has been hit by flooding due to abundant rain. In recent years, it has increased a lot. The number of days of extreme rainfall in Porto Alegre, the capital of Rio Grande do Sul, is now twice as many as in 1960. What doesn't make it any better is that water management has not grown sufficiently to keep up with the changed circumstances. The current floods killed 143 people (May 13), but 125 people are still missing and 806 people are injured. It is therefore feared that the number of fatalities will increase. The number of people who have had to leave their homes has risen to more than 618,000. The Navy provides emergency relief and purifies water for drinking water. Almost all cities (90%) in the state have been affected by the floods. The federal government is making almost €9 billion available and there are collections of food, water, and clothing throughout the country. Brazil is doing what it can.

The changes in the climate are noticeable in Brazil. The consequences of climate change are something we must learn to live with (and of course limit as much as possible). Adaptations to the built environment and good water management are necessary to prevent disasters of this magnitude in the future.

In the Netherlands, we have experience with flooding. In 1953, 1,836 people lost their lives in the North Sea Flood. This led to the Delta Works, which means that Zeeland and the islands of South Holland are now safe from flooding. But before these works could begin, emergency aid arrived. In Norway, many houses had been destroyed during the war and to be able to rebuild them quickly, prefabricated houses had been developed there. The Norwegian king Haakon made 326 of these houses available for the Netherlands. These were desperately needed, and some of these prefabricated houses are still there today. The Scandinavian countries sent a total of 800 houses.

Rio Grande do Sul is one of the richest and most productive states in Brazil. It has a large industrial sector, but also a thriving agricultural sector. It is the largest rice producer in the country and a fine wine is made. It's also the land of the gaúcho, the Brazilian version of the North American cowboy, but (as in the U.S.) much of the land is now used for agriculture. The state is home to many descendants of German migrants, evident in the cities and local culture. Gisele Bündchen is one such descendant of German immigrants in Rio Grande do Sul. These migrants have been living in Brazil for generations since the war. The Napoleonic War is not the Second World War as many Dutch people say when they hear it. The Dutch did come to Rio Grande do Sul and settled in and around the town of Não-Me-Toque. By the way, this strange name means, very Dutch, "don't touch me". Deputy in the Federal Parliament and leader of the liberal party NOVO, Marcel van Hattem comes from here.

The Netherlands is connected to Rio Grande do Sul through the battle with the water and you get to know friends in times of need. The Brazilians are doing what they can to help the people of Rio Grande do Sul. Há muitos assuntos no noticiário ultimamente que exigem atenção. O ataque russo à Ucrânia e a prolongada guerra que se seguiu, o conflito entre o Hamas e Israel, e a subsequente polarização no Ocidente, e, claro, o Festival Eurovisão da Canção. Como resultado, pouca atenção foi dada ao desastre no Rio Grande do Sul. Especialmente o cavalo Caramelo, que ficou cercado de água no telhado e virou notícia, foi salvo.

O Brasil já passou por inundações anteriormente devido a fortes chuvas. Nos últimos anos, a frequência aumentou significativamente e Porto Alegre, a capital do Rio Grande do Sul, agora enfrenta o dobro de dias de chuvas extremas em comparação a 1960. Assim como muitos países, o Brasil precisa aprender a se adaptar às consequências das mudanças climáticas, ao mesmo tempo em que se esforça para minimizá-las.

Não é a primeira vez que o Brasil enfrenta enchentes causadas por chuvas abundantes. Nos últimos anos, esse fenômeno aumentou significativamente. Atualmente, o número de dias com chuvas extremas em Porto Alegre, capital do Rio Grande do Sul, é o dobro do que foi registrado em 1960. A situação é agravada pela gestão hídrica, que não se desenvolveu suficientemente para acompanhar as mudanças nas condições climáticas. As recentes inundações resultaram na morte de 143 pessoas em 13 de maio, enquanto 125 pessoas ainda estão desaparecidas e 806 estão feridas, aumentando o temor de que o número de vítimas fatais possa crescer. O número de desalojados subiu para mais de 618 mil. A Marinha enviou equipes de socorro emergencial e sistemas de purificação de água para potabilização. Quase todas as cidades (90%) do estado foram afetadas pelas enchentes. O governo federal está disponibilizando quase € 9 bilhões e campanhas de arrecadação de alimentos, água e roupas estão sendo realizadas em todo o país. O Brasil está fazendo todo o possível para lidar com a situação.

As mudanças climáticas são evidentes no Brasil. As consequências dessas alterações são desafios com os quais precisamos aprender a conviver e, claro, limitar ao máximo. Adaptações ao ambiente construído e uma gestão eficiente da água são essenciais para prevenir desastres de grande magnitude no futuro.

Nos Países Baixos, temos uma vasta experiência com inundações. Em 1953, a inundação do Mar do Norte resultou na perda de 1.836 vidas. Esse trágico evento levou à criação do Delta Works, assegurando que a Zelândia e as ilhas da Holanda do Sul agora estão protegidas contra inundações. Contudo, antes do início dessas obras, foi necessário um socorro emergencial significativo. Durante a guerra, muitas casas foram destruídas na Noruega, o que levou ao desenvolvimento de casas pré-fabricadas para reconstrução rápida. O rei Haakon da Noruega disponibilizou 326 dessas casas para os Países Baixos.

Essas casas pré-fabricadas eram desesperadamente necessárias, e algumas ainda estão de pé hoje. Os países escandinavos enviaram um total de 800 casas.

Rio Grande do Sul é um dos estados mais ricos e produtivos do Brasil. Possui um grande setor industrial, além de um próspero setor agrícola. É o maior produtor de arroz do país e produz vinhos de qualidade. Também é conhecido como a terra dos gaúchos, a versão brasileira do cowboy norte-americano, embora grande parte do território seja hoje utilizado para a agricultura. O estado abriga muitos descendentes de imigrantes alemães, o que é evidente na arquitetura das cidades e na cultura local. Gisele Bündchen é uma dessas descendentes de imigrantes alemães em Rio Grande do Sul. Esses imigrantes vivem no Brasil há gerações desde a época das guerras napoleônicas, não da Segunda Guerra Mundial, como muitos holandeses afirmam ao ouvir isso. Aliás, holandeses também se estabeleceram em Rio Grande do Sul, principalmente na região de Não-Me-Toque. O deputado federal e líder do partido liberal NOVO, Marcel van Hattem, é natural dessa região.

Os Países Baixos têm uma conexão com o Rio Grande do Sul através da luta comum contra as águas, e verdadeiros amigos se conhecem em momentos de necessidade. Os brasileiros estão fazendo tudo ao seu alcance para ajudar o povo gaúcho. Daqui dos Países Baixos, nós, como comunidade empresarial, queremos fazer a nossa parte enviando casas pré-fabricadas e, assim, repassando a ajuda que uma vez recebemos. Zware overstromingen in Brazilië houden aan

Brazilië heeft al eerder te maken gehad met overstromingen als gevolg van hevige regenval. In de afgelopen jaren is de frequentie aanzienlijk toegenomen en Porto Alegre, de hoofdstad van de deelstaat Rio Grande do Sul, ervaart nu twee keer zoveel dagen met extreme regenval als in 1960. Zoals zoveel landen moet Brazilië leren zich aan te passen aan de gevolgen van klimaatverandering en er tegelijkertijd naar streven deze tot een minimum te beperken.

In het nieuws zijn de laatste tijd veel onderwerpen die aandacht vragen. De Russische aanval op Oekraïne en de slepende oorlog die daarop volgde, de oorlog tussen Hamas en Israël en de polisering in het Westen die daarop volgde en natuurlijk het Eurovisie Songfestival. Hierdoor is er weinig aandacht voor de ramp die zich heeft voltrokken in de Zuidelijke deelstaat Rio Grande do Sul in Brazilië. Vooral het paard Caramelo dat omgeven door water op het dak stond, haalde het nieuws. Caramelo werd overigens gered.

Het is niet de eerste keer dat Brazilië wordt getroffen door overstromingen door overvloedige regen. De laatste jaren neemt het erg toe. Het aantal dagen met extreme regenval in Porto Alegre, de hoofdstad van Rio Grande do Sul, is nu twee keer zoveel als in 1960. Wat het er niet beter op maakt, is dat het waterbeheer niet voldoende is meegegroeid met de veranderde omstandigheden. De huidige overstromingen hebben 143 mensen het leven gekost (13 mei), maar nog 125 mensen worden vermist en 806 mensen zijn gewond. Gevreesd wordt dus dat het aantal dodelijke slachtoffers nog zal toenemen. Het aantal mensen dat zijn huis heeft moeten verlaten is gestegen naar boven de 618.000. De marine heeft gestuurd om noodhulp te bieden en om water te zuiveren voor drinkwater. Vrijwel alle steden (90%) in de deelstaat zijn getroffen door de overstromingen. De federale regering stelt bijna € 9 miljard ter beschikking en in het hele land zijn inzamelingen van eten, drinken en kleding. Brazilië doet wat het kan.

De veranderingen in het klimaat zijn in Brazilië duidelijk merkbaar. De gevolgen van de klimaatverandering is iets waar we mee moeten leren leven (en natuurlijk zoveel mogelijk moeten beperken). Aanpassingen aan de gebouwde omgeving en goed waterbeheer zijn noodzakelijk om rampen van deze omvang in de toekomst te voorkomen.

In Nederland hebben we ervaring met overstromingen. In 1953 kwamen 1.836 mensen om het leven bij de Watersnoodramp. Dit leidde tot de Deltawerken, waardoor Zeeland en de Zuid-Hollandse eilanden nu veilig zijn voor overstromingen. Maar voordat aan deze werken kon worden begonnen, kwam er noodhulp. In Noorwegen waren in de oorlog veel huizen vernietigd en om die snel te kunnen herbouwen, waren daar prefab huizen ontwikkeld. De Noorse koning Haakon stelde 326 van deze huizen beschikbaar voor Nederland. Deze waren hard nodig, sommige van deze prefab huizen staan er nu nog steeds. De Scandinavische landen stuurden in totaal 800 huizen.

Rio Grande do Sul is een van de rijkste en meest productieve deelstaten van Brazilië. Het heeft een grote industriële sector, maar ook een bloeiende landbouwsector. Het is de grootste rijstproducent van het land en er wordt een prima wijn gemaakt. Het is ook het land van de gaúcho, de Braziliaanse versie van de Noord-Amerikaanse cowboy, maar (net als in de VS) veel van het land wordt nu gebruikt voor landbouw. In de staat wonen veel afstammelingen van Duitse migranten, wat goed te zien is aan de steden en in de lokale cultuur. Gisele Bündchen is zo’n nazaat van Duitse immigranten in Rio Grande do Sul. Deze migranten wonen sinds de oorlog al generaties in Brazilië. De napoleontische oorlog, niet de tweede wereldoorlog zoals veel Nederlanders zeggen als ze dit horen. Nederlanders kwamen zelf overigens wel naar Rio Grande do Sul en vestigden zich in en rond het stadje Não-Me-Toque. Deze vreemde naam betekent overigens, heel Nederlands, “raak me niet aan”. Gedeputeerde in het Federale parlement en leider van de liberale partij NOVO, Marcel van Hattem komt hier vandaan.

Nederland is door de strijd met het water verbonden met Rio Grande do Sul en vrienden leer je kennen in tijden van nood. De Brazilianen doen wat ze kunnen om de mensen in Rio Grande do Sul te helpen. Vanuit Nederland willen wij als bedrijfsleven ons steentje bijdragen door prefab huizen te sturen en zo de hulp die wij kregen door te geven. Als het water gezakt is, zal het nodig zijn de staat weer op te bouwen en deze bouw aan te passen aan de nieuwe omstandigheden, de gebouwde omgeving op een duurzame manier opnieuw in te richten. Groene Energie uit Brazilië

In het Noordoosten van Brazilië ligt Fortaleza. Hoofdstad van de staat Ceará en met bijna 3 miljoen inwoners de vijfde stad van het land. Fortaleza is booming. Niet alleen door het toerisme (dat overigens vooral toeristen uit de megasteden Rio de Janeiro en São Paulo aantrekt), maar vooral door de enorme groei van de energiesector.

Aan de kust zijn grote gas- en olievelden gevonden, en op het land is een overvloed aan groene energie. Wind, zon en waterkracht zijn uitbundig aanwezig en lang niet alles kan direct worden gebruikt. Dat wordt omgezet in H2, in waterstof. Net buiten Fortaleza begint een groot knooppunt voor groene energie vorm te krijgen. In dit knooppunt zijn verschillende bedrijven geconcentreerd die verbonden zijn met de productie van deze schone energiebron en het knooppunt heeft zich razendsnel ontwikkeld in een strategische toegangspoort tot de internationale markt. Klaar voor de export van schone energie en de productie van energie-intensieve producten.

Hart van dit Groene Waterstof Knooppunt is het Industrie- en Havencomplex Pecém. Groot aandeelhouder van Pecém is het Havenbedrijf Rotterdam, dat ook een grote rol speelt in de verdere ontwikkeling van het complex. Iets waar ze in Rotterdam natuurlijk erg veel ervaring mee hebben. Met Pecém is het Noordoosten rechtstreeks verbonden met de haven van Rotterdam, de grootste haven van Europa.

Volgens het masterplan van Pecém zal het gebied van 2 km² ongeveer één miljoen ton H2 per jaar kunnen produceren. Dit wordt echter niet allemaal geëxporteerd. Een deel wordt gebruikt om aan de vraag van grote bedrijven die in Pecém zijn gevestigd, zoals cement- en staalfabrieken, te voldoen. Ook in Brazilië wordt hard gewerkt aan de energietransitie.

Groene energie is dus erg belangrijk voor Ceará, vroeger een van de armere deelstaten van Brazilië. Op 20 en 21 september was er de vijfde Proenergia Summit, waar de nieuwste ontwikkelingen werden besproken en getoond. Niet alleen bestemd voor Brazilië, maar ook voor de rest van de wereld. Natuurlijk zijn er ook voor het Nederlandse en Europese bedrijfsleven grote kansen. Joquebede Mesquita Siqueira, directeur van Accompanied in Brazilië en bestuurder van Chambraz, de Kamer van Koophandel en Industrie van Brazilië in Nederland, was erbij. Green Energy from Brazil

In the Northeast of Brazil lies Fortaleza, the capital of the state of Ceará, and with nearly 3 million inhabitants, the fifth-largest city in the country. Fortaleza is booming, not only due to tourism (which primarily attracts tourists from the mega-cities of Rio de Janeiro and São Paulo) but mainly because of the enormous growth of the energy sector.

Along the coast, significant gas and oil fields have been discovered, and on land, there is an abundance of green energy. Wind, sun, and hydropower are abundantly available, and not everything can be used directly. It is converted into H2, into hydrogen. Just outside Fortaleza, a major hub for green energy is taking shape. In this hub, several companies are concentrated, and connected to the production of this clean energy source. The hub has rapidly developed into a strategic gateway to the international market. Ready for the export of clean energy and the production of energy-intensive products.

The heart of this Green Hydrogen Hub is the Pecém Industrial and Port Complex. A major shareholder of Pecém is the Port of Rotterdam, which also plays a significant role in the further development of the complex. Something they have a lot of experience with in Rotterdam, of course. With Pecém, the Northeast is directly connected to the Port of Rotterdam, the largest port in Europe.

According to the master plan of Pecém, the 2 km² area will be able to produce approximately one million tons of H2 per year. However, not all of this is exported. Some are used to meet the demand of large companies located in Pecém, such as cement and steel mills. Brazil is also working hard on its energy transition.

Green energy is, therefore, crucial for Ceará, formerly one of the poorer states in Brazil. No Nordeste do Brasil está localizada Fortaleza, a capital do estado do Ceará, e com quase 3 milhões de habitantes, é a quinta maior cidade do país. Fortaleza está em pleno crescimento, não apenas devido ao turismo (que atrai principalmente turistas das megacidades do Rio de Janeiro e São Paulo), mas principalmente devido ao enorme crescimento do setor de energia.

Ao longo da costa, foram descobertos campos significativos de gás e petróleo, e em terra, existe uma abundância de energia verde. O vento, o sol e a energia hidrelétrica estão abundantemente disponíveis, e nem tudo pode ser usado diretamente. É convertido em H2, em hidrogênio. Logo fora de Fortaleza, está se formando um importante centro de energia verde. Nesse centro, várias empresas estão concentradas e conectadas à produção dessa fonte de energia limpa. O centro se desenvolveu rapidamente em uma porta estratégica para o mercado internacional. Pronto para a exportação de energia limpa e a produção de produtos intensivos em energia.

O coração desse Hub de Hidrogênio Verde é o Complexo Industrial e Portuário de Pecém. Um dos principais acionistas de Pecém é o Porto de Roterdã, que também desempenha um papel significativo no desenvolvimento contínuo do complexo. Algo em que eles têm muita experiência em Roterdã, é claro. Com Pecém, o Nordeste está diretamente conectado ao Porto de Roterdã, o maior porto da Europa.

De acordo com o plano mestre de Pecém, a área de 2 km² será capaz de produzir aproximadamente um milhão de toneladas de H2 por ano. No entanto, nem tudo isso é exportado. Parte é usada para atender à demanda de grandes empresas localizadas em Pecém, como fábricas de cimento e aço. O Brasil também está trabalhando intensamente em sua transição energética.

“Er werken vermoedelijk duizenden mensen illegaal in ons land als schoonmaker, kapper, kinderoppas, of in de horeca. Zij verliezen in de crisis nu als eersten hun baan, dus hun inkomen. Noodgedwongen terugkeren naar het land van herkomst is vaak hun enige optie nu.”

In Nederland werken duizenden illegale arbeidsmigranten – hier gekomen via een toeristenvisum en blijven hangen voor werk. Ze maken deel uit van een informele economie die jarenlang is getolereerd door Nederland, maar door de coronacrisis komen ze in de problemen en vertrekken ze noodgedwongen.

“In Nederland proberen we alles te regelen”, zegt Adwin van Dijke van Stichting Company of Friends. Met belastingmaatregelen, steun voor zzp’ers en overbruggingen.

Irregular migrant workers have not paid these premiums and taxes because they do not have a residence permit. Their income stops, so they cannot afford the rent, often also illegal. "What we notice is that we receive many calls from people in panic. What now? I can't pay the rent, but I have two children."

Zelf voor gekozen?

Van Dijke kan zich voorstellen dat mensen denken: ze hebben gekozen voor illegaal werk, dus het is niet gek dat ze nergens recht op hebben. “Feitelijk gezien zijn die mensen hier gekomen en getolereerd. We wisten dat veel mensen niet legaal waren, misschien is het normaal om deze mensen te helpen om terug te gaan.”

“We weten dat mensen in nagelstudio’s en schoonmakers in huis niet allemaal legaal zijn. Dat hebben we allemaal geaccepteerd en getolereerd.” Deze groep vertrekt nu veelal terug naar het land van herkomst, in veel gevallen Brazilië.

Minder plek voor informele economie

Door de coronacrisis verandert de economie, ook het informele gedeelte. “Voor deze mensen is wellicht minder plek.” Niet alleen de economie, alles zal anders worden. Als bijvoorbeeld apps worden ingezet in de bestrijding van het virus, valt deze groep daarbuiten.

“Dat zijn toch 10 duizend mensen. Deze mensen zijn een groter risico dan iemand die legaal is. Ik denk dat het goed is dat te benoemen, zonder vingers te wijzen dat zij fout zijn.”

Velen van hen melden zich nu bij de Nederlandse overheid, die hun ticket terug naar het land van herkomst betaalt. Company of Friends werkt samen met de Internationale Organisatie voor Migratie die ze met wat geld verder helpt om de reis na terugkomst verder te zetten.

'Geef de juiste info’

Aan de overheid roept Van Dijke op om deze groep serieus te nemen en zich erin te verdiepen. “Geef deze mensen de juiste info.” Hij merkt dat verhalen de ronde doen over Portugal waar illegalen een verblijfsvergunning zouden krijgen, waardoor sommigen dat nu in Nederland ook verwachten. “Mensen houden zich vast aan hele kleine dingen. Wees duidelijk.”

"There are probably thousands of people working illegally in our country as cleaners, hairdressers, childminders, or in the hospitality industry. They are now the first to lose their jobs, and thus their income, in the crisis. Returning to their country of origin is often their only option now."

In the Netherlands, thousands of illegal migrant workers - who arrived here on tourist visas and stayed for work - are part of an informal economy that has been tolerated by the Netherlands for years. However, due to the coronavirus crisis, they are facing problems and are leaving out of necessity.

"In the Netherlands, we try to arrange everything," says Adwin van Dijke of the Company of Friends Foundation. With tax measures, support for freelancers, and bridging measures.

Chosen themselves?

Van Dijke can imagine that people think they have chosen illegal work, so it's not surprising that they are not entitled to anything. "These people have come here and been tolerated. We knew that many people were not legal; perhaps it is normal to help these people return."

"We know that people in nail salons and cleaners in houses are not all legal. We have all accepted and tolerated that." This group is now mostly returning to their country of origin, in many cases Brazil. Less space for an informal economy. The coronavirus crisis is changing the economy, including the informal sector. "Perhaps there is less space for these people." Not only the economy, but everything will also be different. If, for example, apps are used in the fight against the virus, this group is left out. "That's still 10,000 people. These people are a greater risk than someone legal. I think it's good to mention that, without pointing fingers that they are wrong."

Many of them are now reporting to the Dutch government, which pays for their ticket back to their country of origin. Company of Friends works together with the International Organization for Migration (IOM), which provides them with some money to continue their journey after returning.

'Give the right info'

Van Dijke calls on the government to take this group seriously and to delve into it. "Give these people the right information." He notices that stories are circulating about Portugal where illegal immigrants would receive a residence permit, so some now expect that in the Netherlands too. "People hold on to very small things. Be clear."

"Há provavelmente milhares de pessoas trabalhando ilegalmente em nosso país como faxineiros, cabeleireiros, babás ou na indústria hoteleira. Eles agora são os primeiros a perder seus empregos, e assim sua renda, na crise. Retornar ao seu país de origem muitas vezes é sua única opção agora."

Na Holanda, milhares de trabalhadores migrantes ilegais - que chegaram aqui com vistos de turista e permaneceram para trabalhar - fazem parte de uma economia informal que foi tolerada pela Holanda por anos. No entanto, devido à crise do coronavírus, eles estão enfrentando problemas e estão saindo por necessidade.

"Na Holanda, tentamos resolver tudo", diz Adwin van Dijke da fundação Companhia dos Amigos. Com medidas fiscais, apoio a freelancers e medidas de transição.

Menos espaço para a economia informal A crise do coronavírus está mudando a economia, incluindo o setor informal. "Talvez haja menos espaço para essas pessoas." Não apenas a economia, tudo será diferente. Se, por exemplo, aplicativos forem usados na luta contra o vírus, este grupo será deixado de fora. "Isso ainda são 10.000 pessoas. Essas pessoas são um risco maior do que alguém que é legal. Acho bom mencionar isso, sem apontar o dedo que estão errados."

Muitos deles agora estão se reportando ao governo holandês, que paga a passagem de volta para o país de origem deles. A Companhia dos Amigos trabalha em conjunto com a Organização Internacional para as Migrações (OIM), que lhes fornece algum dinheiro para continuar a jornada depois de retornarem.

'Dê as informações corretas'

Van Dijke pede ao governo que leve este grupo a sério e se aprofunde nele. "Dê a essas pessoas as informações corretas." Ele percebe que estão circulando histórias sobre Portugal onde imigrantes ilegais receberiam uma autorização de residência, então alguns agora esperam isso na Holanda também. "As pessoas se apegam a coisas muito pequenas. Seja claro."
